Legislation

Caroline County

My constituents always come first. This is why I gave Caroline voters the ability to make the final decision in 2010 about the Hybrid Elected School Board Bill. I have introduced legislation to increase chances of electing a resident delegate for Caroline County. And as your representative, I will continue to push for Mid-Shore transportation projects such as the dualization of State Route 404 and the building of a new Dover bridge.

Dorchester County

I worked to push a $500,000 Bond Bill for the new $3 million Dorchester General Hospital Emergency Center. Also, I have worked with the Cambridge City Council to revitalize the downtown area. I realize there is a tremendous return on the tourist dollar (almost $29 to every $1 spent) which is why, as your Senator, I will continue to do everything possible to make Dorchester County a real tourist destination point.

Talbot County

As your Senator, I have worked hard in a bipartisan effort to keep the Easton Memorial Hospital in the Town of Easton. This is a health and safety issue for Mid-Shore citizens. Also, keeping the hospital in Easton retains 1,100 jobs in the immediate area. Losing it would have been a devastating economic blow to the entire area.

Wicomico County

Because the Delmarva poultry industry employs almost 15,000 people and is a $2 billion industry, I have worked hard in promoting and preserving this industry. As your Senator, I have been a strong advocate for business on the Eastern Shore, particularly the agriculture and seafood industries. I have also been proactive in trying to get high-speed internet and broadband on the Shore. I have worked hard because I love representing the people of the Eastern Shore.

"A Shore Senator"

Rich when he was first elected to the Maryland House of Delegates in 1982

I am a
conservative Republican.
Why should you vote for me?

- Because I am an experienced
State Legislator:
Prior to becoming Senator I served two terms in the House of Delegates,
where I fought for a more equitable share of state spending for the Eastern Shore.

- Because I work to make our neighborhoods safer
and to bring jobs to our region:

The best way to make our
neighborhoods safer is to work with the people in those neighborhoods, because they know specifically what needs to be done.

Since 1991, I have been Town Manger of Federalsburg, where my efforts have helped to bring new businesses and new jobs to town. I will continue to use this experience in my role as Senator.

- Because "liberals' think
you don't care:
"Liberals” think you don’t care about things such as welfare reform, voluntary prayer in schools, school choice, elimination of parole for violent repeat offenders, and providing tax breaks
and other incentives to create jobs and hope in our poorer neighborhoods.
